BCCI seeks IPL franchise feedback on Impact Player rule by August 31

The Board of Control for Cricket in India (BCCI) has asked Indian Premier League franchises to submit feedback on the Impact Player rule by August 31 (Monday) in a brief communication to the teams. The measure, introduced by the BCCI for IPL matches in 2023, permits one substitution per match.

In international cricket, substitutes are typically permitted only in defined circumstances such as a concussion; the IPL’s rule does not require such a reason and allows a team to make a change during the course of a game. The Impact Player provision has generated controversy and drawn criticism from players and coaches, with critics arguing it gives batting sides greater depth. That, supporters of the criticism say, has altered scoring dynamics — totals once judged sufficient, including scores around 200, are now frequently treated as below par and batters have taken a more aggressive approach.

Alongside the Impact Player rule, the BCCI has solicited franchise views on PMOA matters, umpiring, practice sessions and playing conditions; the brief singled out the substitution rule as the most important subject for feedback. The board will collect the responses and review the issues raised by the teams.

Since the rule’s introduction the league has produced a number of high-scoring matches, a trend that has prompted questions about the fairness of those contests to bowlers. Those scoring patterns have been central to the debate over whether the substitution rule should be retained in its current form.

Several prominent players have publicly opposed the Impact Player concept: Rohit Sharma, Hardik Pandya, Axar Patel and Shubman Gill have all voiced objections. Reports have suggested the rule could be altered in the upcoming cycle if the review and franchise feedback support change.

Under the Impact Player provision an IPL side may replace one player during a match; the substitution can be made at any point subject to the competition’s rules. The board’s communication reiterated the mechanics of the rule while asking teams for their considered views.

The immediate next step is the collection of franchise responses, after which the BCCI will review the feedback and the related matters raised by teams, including the Impact Player rule.
