'Born out of quality': Webb vows to increase match officials from minority groups

Howard Webb, England’s chief refereeing officer, has pledged to expand the pool of match officials drawn from under-represented communities in the English game and defended diversity-focused measures amid criticism. Webb said the initiative is rooted in merit and that Webb believes diverse talent pool will 'raise standards'.

Addressing that historic under-representation has prompted a new direction within officiating, Webb and the referees’ organisation are standing by the changes. In June, the newly named Professional Referees’ Body (Pro Ref), formerly called Professional Game Match Officials, announced a restructuring of the top tiers of the men’s professional officiating pathway. The changes are intended to respond to longstanding imbalances and refresh how appointments are made across the professional game.

The June announcement confirmed that Select Group 1, 2 and its supplementary list had been merged into a new, single Professional Referee Group in the men’s professional game and will largely service the Premier League and the Championship from the start of the 2026-27 season. Pro Ref described the move as creating flexibility in appointments and helping to recognise a wider variety of talented match officials as part of the organisation’s new direction. The body has reiterated its commitment to the initiatives under way.

Webb has rejected a wider backlash against diversity initiatives and framed the recruitment drive as concentrating on quality while widening access. He has maintained that the focus is on ensuring the best candidates progress through the officiating pathway, while also addressing the historic lack of representation from some communities. The organisation has emphasised that the refreshed structure will allow more officials to be considered for high-level appointments.

Pro Ref’s restructuring will see officials from across the merged lists eligible for assignments that ‘largely service the Premier League and the Championship’ beginning with the 2026-27 season, a timetable the body has set out publicly. Officials and administrators will operate under the single Professional Referee Group framework, which Pro Ref says will permit more adaptable selection and deployment across fixtures. The organisation has presented the changes as part of a broader programme to modernise refereeing operations.

Referees’ body stands by diversity initiatives as it implements the new structure, and Webb has reiterated his intention to continue increasing the talent pool from under-represented communities in English football’s officiating pathway. The organisation’s leaders say the reforms are intended to both broaden opportunity and maintain high standards within match officiating.
