Transfer analyst Fabrizio Romano said on Wednesday that Parma have verbally agreed a loan deal to sign El Bilal Touré from Atalanta. Romano added that Touré’s personal agreement with Parma is the last stage before the move can be completed.

El Bilal Touré is a 24-year-old attacker who can operate on either wing or as a central forward and was born in Adjamé, Ivory Coast, while representing the Mali national team. In July 2023 he moved to Atalanta from UD Almería for an estimated €30.2 million plus add-ons, and his early progress in Italy was disrupted by a string of serious foot and leg injuries. Despite prior loan stints away from the team, the 24-year-old attacker is still under contract with Atalanta until 2018.

Romano reported that, should the contractual requirements be met, a buy clause in the proposed agreement would take effect in 2027, potentially opening the door to a permanent transfer. According to Romano’s published details, the deal includes a €1.5m loan fee, a €10m buy option clause that would become mandatory if Parma stay in Serie A and achieve specified appearance conditions, and a 15% sell-on clause.

Touré spent the 2024-25 season on loan at VfB Stuttgart in the Bundesliga, where ongoing fitness recovery limited him mostly to appearances as an impact substitute. During that period he produced a notable moment in the UEFA Champions League when he scored a last-minute winning goal away at Juventus.

For the 2025/26 season Touré was loaned to Beşiktaş J.K. in Turkey, where he adapted to a left-wing role and recorded five goals and four assists in 22 Süper Lig appearances. Those statistics form the most recent club-level output reported ahead of the proposed move to Parma.

Sources describe Touré as a physically strong, quick and adaptable attacker with an aerial presence, a capacity for high-speed transitions and the tendency to drop deep from central positions to link play. He is eligible across wide and central forward roles and has been used both on the left and the right as well as through the middle.

Born to Malian parents in the Ivory Coast, Touré chose to represent Mali at senior level and made his international debut in October 2020. He has scored eight international goals and has about 26 senior caps, and he featured in Mali’s run to the knockout stages at the Africa Cup of Nations.

A medical is booked in the next 24h, according to Romano’s report, and completion of Touré’s personal agreement with Parma remains the final step before the loan — and the potential activation of the buy clause in 2027 if the stated conditions are met — can be formalised.
