NRAI president Kalikesh said India needs to build a larger pool of shooters for consistency after Indian shooters won 15 medals at the recent Asian Games in Japan.
The medals comprised three gold, eight silver and four bronze, finishing second overall.
India won no medals in air pistol events, and the National Rifle Association of India acknowledged the men's air pistol team needs greater stability.
