P.T. Usha, president of the Indian Olympic Association, has lodged a complaint with the IOA electoral officer in New Delhi alleging that former archer Dola Banerjee circulated a WhatsApp message soliciting votes ahead of the Sportspersons of Outstanding Merit elections scheduled for Monday, November 9, 2026. Usha says the message promoted the ‘New Bharat Panel’ and specified four candidates together with their ballot serial numbers and roll numbers.

Usha objected to a WhatsApp communication that she says was circulated through an account bearing Banerjee’s name and asked voters to elect four named individuals. In her complaint she cited Clause 1.9 of the Model Code of Conduct, issued on October 30, 2026, which states that "the promotion of a candidate shall exclude any form of publicity, including the use of new media or social networks." She argued the circulation amounted to targeted solicitation of votes via social media and therefore appeared to fall within that provision.

The complaint also referenced Clauses 1.2 and 1.3 of the Model Code of Conduct, noting that candidates are required to conduct campaigns "fairly, with dignity and moderation, and to show due respect to other candidates." Usha asked the electoral officer to examine whether the WhatsApp message breached those obligations.

Usha requested that the election authorities establish the circumstances under which the communication was created and circulated and to seek an explanation from the persons concerned. She asked for appropriate action under the applicable election rules if a violation is established and for directions to ensure a level playing field for all candidates.

A screenshot of the WhatsApp message and a copy of the Model Code of Conduct were enclosed with the complaint, according to Usha. She has called for urgent intervention from the election authorities and for a decision to be taken before voting begins.

With polling scheduled from 9 a.m. to 5 p.m. on November 9, 2026, Usha has sought an expedited ruling from the IOA electoral officer ahead of the vote.
